Who is it for?

For companies and other solution developers building innovative artificial intelligence systems aimed at advancing public welfare, who need a structured environment for their development, testing and the assessment of regulatory questions.

Who is involved?

The sandbox process is coordinated by MIC in cooperation with the competent supervisory authorities, according to the field, objective and potential risks of each specific project.

What the special regulatory environment is and is not?

It is:

  • a structured environment for the development and testing of artificial intelligence solutions
  • a cooperation mechanism between the project implementer, MIC and the competent authorities involved
  • an instrument for assessing regulatory, security and data-processing questions within a specific project
  • an opportunity, under certain conditions, to test a solution before further development or deployment
  • a practical approach to balancing innovation and accountability

Who can participate in the AI Sandbox?

Applicants may include project submitters who are developing artificial intelligence systems and who have a clear development or testing objective, a justified need to operate in the special regulatory environment, and readiness to cooperate with MIC and the competent authorities.

It is not:

  • an automatic exemption from regulatory requirements
  • an automatic authorization to place a solution on the market
  • a universal mechanism for all artificial intelligence projects
  • a provider of technical infrastructure or computing resources
  • a simplified procedure without assessment, conditions and supervision

Who cannot participate?

The sandbox is not open to participants subject to the restrictions set out in the MIC Law, including:

  • traders subject to international or national sanctions
  • capital companies in which the Russian Federation or the Republic of Belarus, their citizens or legal persons hold direct or indirect controlling influence
  • limited partnerships whose members are such persons or in which such persons hold controlling influence
  • traders who have, within the past five years, been subject to criminal penalties

Process

  1. Application

    The applicant submits an application to the MIC sandbox, describing the solution, its stage of development, its objective and the key regulatory or practical questions.

  2. Assessment

    The application is assessed against the established criteria, taking into account the nature of the project, its innovation potential, the potential risks and the need for the special regulatory environment.

  3. Decision and plan allignment

    For selected projects, an individual development and testing framework is agreed, including objectives, key conditions, safety measures, data-processing principles and a timeline.

  4. Implementation

    Selected projects operate within the sandbox in accordance with the approved individual plan — developing, testing and assessing the solution in cooperation with MIC and the competent authorities.

  5. Conclusion

    After the project is completed, the results, conclusions and next steps are compiled in accordance with the content of the specific project and the applicable regulatory framework.
